Registrations and Renewals
Bring with you:
- Completed Registration Application, form MV-82
- Completed Statement of Sale or Gift, form DTF-802
- Proof of Ownership
- Proof of Identity and Date of Birth
- NYS Insurance Identification Card
- Payment
If you are registering a vehicle for someone else, you must show your NYS ID and bring a photocopy of the registrant’s ID/license or their original document. The registrant must sign all forms. Please see the NYS DMV website for more information.
The Damage Disclosure Statement on the back of the New York State Certificate of Title must be completed for all vehicles regardless of the vehicle’s age.
If the vehicle is 2011 or newer, the seller must complete the Odometer Disclosure Statement on the back of the title certificate.
Please note: When you get a vehicle that is new to you (whether purchased or gifted), you can transfer license plates from your previous vehicle to your new vehicle or get new plates when you register the vehicle. If you choose to get new plates, you must turn in (surrender) your old plates to DMV. For more information see the “Plate Surrender” and/or “Transfer Plates” sections below.

In general, the procedures to register and title a light-duty trailer are the same as to register and title a vehicle. However, there are some differences:
- insurance is not required for non-commercial trailers
- there are special requirements to register a custom or homemade trailer (see NYS DMV website for more information)
- there are machines and other devices that are similar to trailers or that look like trailers that don’t need to be registered (see Trailer-type Vehicles Not Requiring Registration on NYS DMV website (MV-274)

- Registrations should be renewed on or before the expiration date.
- Renewing early will not change the new expiration date on your new registration.
- A registration cannot be renewed if it is suspended or revoked, has been expired for more than one year, or if vehicle has not been inspected within the past 12 months.

- If you do not have this notice, fill out and bring form MV-82
- Payment
- If you are renewing a registration for someone else, you must show your original NYS driver license or non-driver ID and bring the original or a photocopy of the registrant’s NYS driver license
License Plates
To Surrender your Plates:
- No appointment necessary. Must wait in line for your receipt; no drop off service available
- Bring your plates (remove fasteners and frames)
- Complete and bring the plate surrender form
- Pay one dollar
- Be sure to remove the stickers from the vehicle
- You will receive a receipt for insurance purposes.

After you sell or give away a vehicle, you can transfer the registration and vehicle plates to another vehicle you own. However, you must maintain insurance coverage on your old vehicle until you register the new vehicle. When you register your vehicle, check the “transfer plates” box on the registration application (MV-82). See Register a Vehicle above for more information about registering a vehicle.

If you would like to replace your plates without paying a fee, you must submit a police report or an MV-78B (this form is only available from law enforcement; it is not available from DMV) indicating the plate was stolen or destroyed as a result of a crime.

To get new plates, you will need to visit one of the three Saratoga County DMV offices.
Bring with you:
- The original plate(s) or the MV-78B/police report/statement
- A completed Vehicle Registration/Title Application (MV-82)
- Proof of insurance
- Proof of your identity
Other Vehicle Transactions & Services
Instructions for using the drop box:
• Sign the “Certification” on the back of your registration renewal application.
• Enclose a check or money order payable to Saratoga County Clerk. DO NOT ENCLOSE CASH.
• Write your license plate number on the face of the check or money order.
• Sign the check or money order.
• DO NOT fold the application, check or money order or use staples, tape or paper clips.
• Place the renewal application and check or money order in an envelope and place in the drop box at the Wilton DMV location.
We will mail your completed registration to the address on the renewal application.
- Complete and sign the transfer ownership section of the title certificate and sign a bill of sale (even if it is a gift) OR
- Provide other acceptable proofs of ownership and transfer of ownership. Please visit the NYS DMV website for more information.
The buyer must:
- Sign the bill of sale (even if it is a gift)
- Pay sales tax or have proof of an exemption
- Register the vehicle, trailer, ATV, snowmobile or boat. Please see First Time Registering above.

An interstate in-transit permit allows you to transport a vehicle from a location in New York State to a location outside of New York State.
An intrastate in-transit permit allows you to transport a vehicle from a location within New York to another location within New York.
In Transit permits are valid for 30 days and cost $12.50.
To apply for an in-transit permit, bring these items to a DMV office:
- Completed In-Transit Permit / Title Application (MV-82ITP)
- Proof of ownership
- Proof of identity
- Payment
- Proof of insurance (Trailers for non-commercial use do not need insurance.)
