The Department of Human Resources is responsible for:

Human Resources
The Department prepares personnel policies and procedures, conducts County orientation, New York State Retirement Seminars, and other human resource training for Saratoga County employees.  This Department also administers employee and retiree health insurance programs, Deferred Compensation, Disability Insurance, and other personnel functions such as attracting and recruiting of new employees.

Recruitment
The Saratoga County Human Resources Department accepts applications for employment and/or Civil Service examinations for Saratoga County employees. We also provide civil service administration for participating Towns, Villages, School Districts, and Special Districts within Saratoga County.

Labor Relations
The Department negotiates and administers the County’s collective bargaining agreements.  This includes the adjudication of conduct and discipline cases as well as employee grievances.  The County has agreements with the following employee unions: Saratoga County General Unit of CSEA Inc., Saratoga County Deputy Sheriff’s Police Benevolent Association, and Saratoga County Deputy Sheriff’s Benevolent Association.

Employee Health and Safety
The Department administers the County Worker’s Compensation Program and oversees all required safety policies, procedures, and training of Department staff including a Defensive Driving Course. Department staff also conduct the County’s exit interview program.

Classification and Compensation Studies
The Department conducts classification surveys for positions within the County and its jurisdictions, as necessary, to ensure accurate job specifications and relevant exam content for employees and to review competitiveness with similar titles in other public or private sector entities.  The results of such studies help the County and its jurisdictions to effectively recruit and retain employees in all positions within the studied municipality.

Civil Service Administration
The Saratoga County Department of Human Resources, carries out the New York State Civil Service Law and constitutional mandate to attract, develop, and retain a diverse well-qualified and professional workforce that reflects the high standards of the State of New York. This merit system is based on Article V, Section 6 of the New York State Constitution, which provides that appointments and promotions in the civil service of the state and all the civil divisions shall be made according to merit and fitness; and, as far as practicable, shall be in the competitive class.
