The Director of Human Resources is the chief labor relations officer for Saratoga County, assisted by the Deputy Director and other Human Resources staff as needed. Saratoga County is committed to providing exceptional service to our community, which can only be achieved by our hard-working employees. The goal of labor relations is to promote cooperative relations between Saratoga County and its employees, and to protect the public by assuring the orderly and uninterrupted operations and functions of government. This is accomplished through working collaboratively to foster positive working relationships between labor and management, and to affirm the value of the County’s workforce. In addition to negotiating contracts with the County’s labor unions, the department provides professional expertise investigating employee disciplinary matters, addressing employee complaints, responding to contract grievances, mediation and arbitration.
Most of the County’s workforce is represented by one of our three bargaining units:
- CSEA (Civil Service Employees Association, Local 1000 AFSCME, AFL-CIO, Saratoga County General Unit, Saratoga County Local 846): The CSEA represents employees across a broad range of titles in many departments, excluding part-time, temporary and seasonal employees, workers employed by the Sheriff’s Department, elected officials and other appointed employees, including Department Heads and their Deputies, and other staff who are designated as management/confidential. Read the contract.
- PBA (Saratoga County Deputy Sheriff’s Police Benevolent Association), which represents our sworn/certified law enforcement officials who are employed by the Saratoga County Sheriff’s Office (Deputy Sheriffs, Investigators, Senior Investigators). Read the contract – Read the memorandum.
- UPSEU (United Public Service Employees Union, Saratoga County Sheriff Officers Association), which represents employees who work for the Saratoga County Correctional Facility and Civil Clerks supporting the Sheriff’s Office. Read the contract – Read the memorandum.
