Each member of the Board of Directors is appointed to a two year term by the chairperson of the Saratoga County Board of Supervisors.

Timothy Szczepaniak – Chairman (Current term: January 1, 2023 to December 31, 2024)
Mr. Szczepaniak became Chairman in January 2022.  Mr. Szczepaniak  is a former Ballston Town Supervisor and was previously a Town of Ballston Board member for 10 years.  Mr. Szczepaniak currently is employed by Knolls Atomic Power Laboratory.  He holds a degree in Criminal Justice from Southern Vermont College Bennington.  Mr. Szczepaniak has served the Town of Ballston and County of Saratoga in many capacities and is the current chairman of the EDC for Ballston.  He is also a member of the Elks Club of Saratoga and the Schenectady Veterans Association.

Robert D. Wilcox, Esq. – Vice Chairman (Current term: January 1, 2023 to December 31, 2024)
Mr. Wilcox is a resident of Clifton Park and joined the Board in January of 2021.  Mr. Wilcox has previously served as legal counsel to the Clifton Park Water Authority and Saratoga County Sewer District #1. He currently serves as counsel to the Clifton Park Planning Board.  Mr. Wilcox is a former board member of the Clifton Park-Halfmoon Public Library and Clifton Park IDA.  Mr. Wilcox holds a BA from Boston College, MA (Crim. Justice) from SUNY Albany and JD from Western New England University.

Philip C. Barrett – Treasurer (Current term: January 1, 2022 to December 31, 2023)
Mr. Barrett serves as the Clifton Park Town Supervisor and joined the Board in January of 2020.  Mr. Barrett is currently serving his tenth term as Clifton Park Town Supervisor.  Mr. Barrett graduated from Providence College, where he received a ROTC Scholarship.  Lessons learned as an Army Officer and invaluable experience attained through working in the private sector prepared Mr. Barrett for his time as a government executive.  In the private sector, he most recently worked as a VP for Key Bank.

Michael Mooney (Current term: January 1, 2023 to December 31, 2024)
Mr. Mooney currently serves as the Director of the Town of Wilton Water and Sewer Authority.
Mr. Mooney has been in his current role as Director for over 27 years and during this time the Authority has had tremendous growth from initially serving 1712 residents to its current service of over 9000 residents. Mr. Mooney is also currently serving in his 17th year as a Board Member of the Saratoga County Industrial Development Agency. Mr. Mooney has also been a licensed water system operator for 29 Years.

Kevin Tollisen
Kevin Tollisen became Supervisor of the Town of Halfmoon on January 1, 2014. He previously served as Halfmoon Town Justice for 11 years, and on both the Zoning and Planning Boards before becoming a Town Board Member for 16 years. Born in Halfmoon, Kevin graduated from Mechanicville High School, received a degree in History/Political Science at the College of Saint Rose, and went on to receive his Juris Doctorate degree from Albany Law School. He is a partner in the law firm of Carola, Bagnoli & Tollisen in Mechanicville, and co-owner of Park Avenue Confectionary.
Kevin is very involved with the community where he has served as an honorary member of the Halfmoon Senior Center since 1995, a member of the Halfmoon Celebration Association since 1990, on the Board of Directors for Bishop Hubbard Senior Housing since 2001 and initiated the Character Counts Program while serving on the Town Board. This is Supervisor Tollisen’ s first term for the Water Authority.

Jennifer Weaver
Ms. Weaver currently serves on the Stillwater Town Board and was elected in November of 2023. Her background includes working as a litigation paralegal with the Albany law firm of Thuillez, Ford, Gold, Johnson, and Butler. She assisted managing partner, Dale Thuillez and former three-term mayor of Saratoga Springs, Scott Johnson.
She is a current member of the Stillwater Police Commission and Stillwater Board of Assessment Review, and an alternate Delegate to the 4th Judicial District for the 113th Assembly District. She also serves as Treasurer of the Saratoga County Republican Committee and NYS Republican State Committee delegate for the 113th AD.
Jennifer grew up in Niskayuna, attended SUNY Oswego for classical piano studies, and received her bachelor’s degree in advertising design from the College of St. Rose. She and her husband, Stephen, have resided in Stillwater for 18 years, along with their two sons. This is Ms. Weaver’s first term for the Water Authority

Thomas Richardson
Supervisor Richardson has served as the City’s Supervisor to Saratoga County for the past 18 years. He holds a degree in Business Administration from Hudson Valley Community College. He worked for Prudential Insurance for 32 years as a Registered Representative. He is now retired. This is Supervisor Richardson’s first term for the Water Authority.
