RESOLUTION 154 - 2018   Introduced by Supervisors Peck, Barrett, Grattidge, Kusnierz, Ostrander, Raymond and Richardson   SETTING A PUBLIC HEARING TO CONSIDER THE LEASE OF A 16.71 ACRE PORTION OF THE SARATOGA COUNTY AIRPORT TO NORTH AMERICAN FLIGHT SERVICES, INC.   WHEREAS, for many years, Saratoga County has leased a portion of the Saratoga County Airport to North American Flight Services, Inc., for its use as Fixed Base Operator for the Airport, pursuant to two leases, identified as the East Facilities Lease and the West Facilities Lease; and WHEREAS, North American Flight Services, Inc. (“NAFS”) would like to consolidate its existing leases and enter into a new single lease for a term of forty (40) years, which lease would exclude a portion of the area currently let to NAFS in order that the County may include such portion in a lease to Prime Group Holdings, LLC; and WHEREAS, Section 352 of the General Municipal Law requires the Board of Supervisors to conduct a public hearing to consider whether the County should enter into a lease with North American Flight Services, Inc. for the lease of 16.71 acres of land at the Saratoga County Airport for a term of forty (40) years commencing October 1, 2018 and continuing through September 30, 2058, at an initial annual rent of $77,050.44, subject to annual increase or decrease by the percentage change in the Consumer Price Index for the year ending as of June 30 of that year;  now, therefore, be it RESOLVED, that the Board of Supervisors of the County of Saratoga shall hold a public hearing on Wednesday, July 11, 2018 at 4:20 p.m. in the Meeting Room of the Saratoga County Board of Supervisors at 40 McMaster Street, Ballston Spa, New York, for the purpose of considering whether the County should lease a 16.71 acre portion of Saratoga County Airport to North American Flight Services, Inc. for its use as Fixed Based Operator for the Airport, for a term of forty (40) years commencing October 1, 2018 and continuing through September 30, 2058, at an initial annual rent of $77,050.44, subject to annual increase or decrease by the percentage change in the Consumer Price Index for the year ending as of June 30 of that year.   BUDGET IMPACT STATEMENT:  No budget impact.

RESOLUTION 155 - 2018   Introduced by Supervisors Peck, Barrett, Grattidge, Kusnierz, Ostrander, Raymond and Richardson   SETTING A PUBLIC HEARING TO CONSIDER THE LEASE OF A 2.82 ACRE PORTION OF THE SARATOGA COUNTY AIRPORT TO PRIME GROUP HOLDINGS, LLC   WHEREAS, Prime Group Holdings, LLC has expressed a desire to lease land at the Saratoga County Airport to construct, operate and maintain a 19,600 sq. ft. hangar with attached 30,000 sq. ft. two story office building for its use; and WHEREAS, Section 352 of the General Municipal Law requires the Board of Supervisors to conduct a public hearing to consider whether the County should enter into a lease with Prime Group Holdings, LLC for the lease of 2.82 acres of land at the Saratoga County Airport for a term of forty (40) years commencing October 1, 2018 and continuing through September 30, 2058, at an initial annual rent of $22,551.40, subject to annual increase or decrease by the percentage change in the Consumer Price Index for the year ending as of June 30 of that year;  now, therefore, be it RESOLVED, that the Board of Supervisors of the County of Saratoga shall hold a public hearing on Wednesday, July 11, 2018 at 4:25 p.m. in the Meeting Room of the Saratoga County Board of Supervisors at 40 McMaster Street, Ballston Spa, New York, for the purpose of considering whether the County should lease a 2.82 acre portion of Saratoga County Airport to Prime Group Holdings, LLC for the construction of a 19,600 sq. ft. hangar and attached 30,000 sq. ft. two-story office building, for a term of forty (40) years commencing October 1, 2018 and continuing through September 30, 2058, at an initial annual rent of $22,551.40, subject to annual increase or decrease by the percentage change in the Consumer Price Index for the year ending as of June 30 of that year.   BUDGET IMPACT STATEMENT:  No budget impact.
